International Journal of Plant Breeding and Genetics operates under a hybrid open access model. Authors may choose to publish their work either via open access or via the traditional subscription-based route. This policy defines the terms of access, reuse, licensing, and charges applicable to both publishing routes and is aligned with the principles of the Budapest Open Access Initiative [BOAI].
Publishing Models
1. Open Access Route
Under this route, articles are made immediately and permanently available to all readers worldwide, free of charge and without any subscription barrier upon publication.
This route is designed to maximize global visibility, accessibility, and research impact.
2. Subscription Access Route
Under this route, articles are published at no charge to the author and are accessible to subscribers and licensed institutions.
Authors publishing via the subscription route are permitted to self-archive their work in accordance with the journal's self-archiving policy. This route is available on a limited basis.
Licensing and Copyright
For Open Access Articles:
All open access articles are published under the Creative Commons Attribution License [CC BY 4.0]. Authors retain copyright and grant the journal the right of first publication. This license allows unrestricted use, distribution, and reproduction in any medium, provided the original work is properly cited.

For Subscription Access Articles:
Copyright is retained by the authors or transferred per the journal's publishing agreement. Reuse of subscription articles is governed by the journal's terms and applicable copyright law and does not fall under the CC BY 4.0 license, except where self-archiving is permitted.
Article Processing Charge [APC]
An Article Processing Charge [APC] applies only to articles published via the open access route. There are no submission fees and no peer review fees.
The APC covers editorial management, peer review administration, plagiarism screening via iThenticate / Crossref Similarity Check, DOI registration, copyediting, typesetting, online hosting, and long-term archiving.
The APC is payable only after a manuscript has been formally accepted following peer review. No APC is charged for articles published under the subscription access route.
APC Discount Policy
To support equitable and inclusive publishing, authors who choose the open access route and have constrained research funding may apply for a partial discount on the APC based on World Bank country income classification, institutional funding status, or verifiable financial need.
Requests for a partial discount must be made at the time of submission. Please note that full waivers are not offered, and a minimum administrative charge applies to all open access articles to support editorial and production operations.
Access and Reuse
Open Access Articles:
May be read, downloaded, copied, distributed, printed, searched, and linked to without charge, and may be reused in accordance with the CC BY 4.0 license.
Subscription Access Articles:
Are available to subscribers and licensed institutions through the journal website. Access and reuse beyond fair use is subject to subscription terms and permission from the publisher.
Self-Archiving Policy
For Open Access Articles:
Authors may deposit all versions [preprint, accepted manuscript, and version of record] in any repository immediately upon publication under the CC BY 4.0 license.
For Subscription Access Articles:
Long-Term Preservation
All published content, regardless of publishing route, is assigned a DOI via Crossref and is preserved for long-term access through recognized digital preservation services such as CLOCKSS and LOCKSS compliant systems.
Peer Review and Publication Ethics
All manuscripts, regardless of the chosen publishing route, undergo a rigorous double-blind peer review by at least two independent subject experts and are screened for originality.
The journal strictly follows the COPE Core Practices and the ICMJE Recommendations for the Conduct, Reporting, Editing, and Publication of Scholarly Work to ensure editorial independence, transparency, and research integrity at every stage of the publication process.
