Federal government assistance for web-based secondary education under poor socio-economic development conditions in Nigeria: Geodemographic and qualitative analyses

Abstract

Within barely 15 to 20 years, information and communication technologies (ICTs)-driven new digital economy and high competition for global market share has engendered hunger for knowledge as one of the main drivers of economic development factor for cities, states, nations and organizations in advanced nations. For Nigeria, presenting scandalous poverty, afflicting 70 to 89% of its mostly rural and digitally excluded people, the need for building capacity in ICT is urgent and imperative. This paper examines the problem of lopsidedness in web assistance to secondary schools by Nigeria’s Federal Government through the Schoolnet’s Diginet programme. Models for promoting Internet use in Africa and Asia are presented. The method of geodemographic analysis was used to highlight inequalities in web assistance to Nigerian secondary (high) schools by computing per capita web assistance for secondary schools in Nigeria’s 36 states and Federal Capital Territory (Abuja). The results show that the highest share of web assistance to schools went to Nigeria’s Federal Capital Territory (Abuja), with a per capita web assistance of 3.56 x 10-6 . The lowest web assistance shares were given to Kano and Lagos with per capita web assistance of 4.26 x 10-7 and 4.44 x 10-7 respectively. The value added by geodemographic analysis is demonstrated by highlighting the lowest per capita shares for Kano and Lagos highlighting interaction between high population sizes of these two most populous states (Kano: 9,383,682 and Lagos: 9,013,534) compared to other Nigerian states. It is argued that greater success in delivering social justice is achievable by applying evidence-based policy derived from geodemographic analysis in sharing web assistance that is commensurate with the populations’ need. While the use of population size is the starting point of this geodemographic method, other demographic variables (school aged youth, gender and so forth) may be used in further studies of this and related subjects. Such a transparent method promises to attract public-private partnership that Nigeria’s Federal Government has been inviting to manage schools in the country. Moreover, it avoids recurrent problems of inequality in resource allocation that has perpetually decimated Nigeria’s development programmes and processes.

Effect of population growth on land resource development in Makurdi Metropolis, Benue State, Nigeria

Abstract

This study examined the effect of population growth on land resource development in the Makurdi Metropolis, Benue State, Nigeria. A survey research design was used for this study. A sample of 431 respondents was used for the study. Primary data was obtained by the use of a structured questionnaire. The data collected was analyzed using multiple regression analysis. Also, the hypotheses of the study were tested using the probability value of the regression estimates. The result indicates that birth rate has a negative and significant effect on land resource development in Makurdi Metropolis in line with a priori expectations. Immigration has a positive and significant effect on land resource development in Makurdi Metropolis against a priori expectations. It was concluded that optimal indices of population growth are necessary for efficient land resource development. It was recommended, among others, that the government should designate layouts and provide allocation papers for members of the communities in the study area to expand building into areas that were hitherto not inhabitable. This will help to control population growth as a result of the increased birth rate in the study area.

Geospatial analysis of potential impacts of climate change on coastal urban settlements in Nigeria for the 21st century

Abstract

At present, there are substantial scientific uncertainties about the nature and magnitude of climate change impacts that might result from an effective doubling of CO2 concentrations in the atmosphere of the coastal urban settlements of Nigeria. This is because large percentage of Nigeria's urban population lives in coastal cities. This study examines the potential impact of climate change on the coastal cities of Lagos and Port Harcourt using the Model for the Assessment of Greenhouse Gas Induced Climate Change (MAGICC-SCENGEN) and Geographical Information System (GIS) interpolation techniques. The results confirm that sea level rise may occur with a consequence of submerging all coastal cities of the Niger delta area and a larger part of Lagos. The parts left un-submerged may face the risk of incessant flooding. These will also disrupt communications, damage vital infrastructures and affect urban settlements along the coast. The impacts of climate change may be felt also by a wide spectrum of socio-economic variables like human health, transport, energy, industry and other service sectors.

Evolution of Harare as Zimbabwe’s Capital City and a major Central Place in Southern Africa in the context of by Byland’s model of settlement evolution

Abstract

Settlement evolution of most global cities follows certain settlement patterns and by land’s Model is one model that explains the general evolution of such settlements. Harare is no exception in this general pattern of settlement evolution, yet to a greater extent by land’s Model is rather too simplistic to fully account for the evolution of this city. It should be noted that as a Model, it lacks universality and the historical attributes of Zimbabwe characterized by a prolonged colonial era between 1890 and 1980 creates a certain uniqueness which forces a need for manipulation of by land’s model. Although by land’s model is descriptive, it can be equated to several other models and theories of city evolution, urbanization and urban growth. Fourastie’s Schema is a basic socio-economic model which explains evolution of settlement structures of city regions from the Pre-industrial to Post-industrial period (Jacobson et al., 1998). There is a marked increase in literature concerning urbanization, urban and city studies in recent times and this is due to the urgent need by Planners and Public Administrators to maintain a balance between economic development and modernization on one hand and the reduction of the social and environmental ill effects of rapid modernization on the other, more so in developing nations. (Ibid). By land’s model spans over an extensive historical time scale and there is no doubt that stages 4 and 5 which respectively represent the industrial and post -industrial periods are major global concerns in the modern times. A universal theory that explains city dynamics and integrates historical, economic, social, demographic and spatial aspects is absent. In fact, the technical limitation of systematized urban studies at macro-level lay mainly in the heterogeneity and diversity of micro or macro regions in as far as these components are concerned. In view of these aspects, By land’s model is tested on Harare and shows relevance in its much later stages. His model is ample testimony to the fact that unanimous classification of world cities is impossible.

A review on the ecology and management of the Samaria Gorge, a Greek biosphere reserve

Abstract

This paper refers to ecological values of one of the famous Greek national parks. It concerns the White Mountains (2,453 m altitude) including a world biosphere reserve, that situated in western Crete. The area includes extensive cave systems and flat internal upland plains encircled by mountains. The typical landscape consists of deep gorges, steep and imposing vertical rocks forming narrow openings. The steepest, tallest and narrowest opening of the White Mountains is the Samaria Gorge, that was proclaimed as National Park by the Greek Government in 1962 and a Biosphere Reserve by UNESCO in 1981. The Gorge is famous as a mountainous limestone area with steep rocky slopes and canyons up to 600 m deep. The area is characterized by the presence of 16 habitats of the European Habitat Directive, 7 of which are of priority. The vascular flora consists of more than 500 species of trees, shrubs and herbs, 77 of which are endemic species, 37 rare, and 6 vulnerable. The forest ecosystems are broadleaved evergreen woodlands, pines, cypress, maples, wetlands, garrique, maquis, phrygana and chasmophytes. The fauna is very rich in species with 16 mammals (nine are referred to in the Red Book including the endemic Capra aegagrus cretica) and 69 birds (12 are included in annex I of the Directive 79/409/E.U. and eight in the Red Book). The special values of the studied area and the impact of human activities to local land-use were clearly described and taken into consideration by the General Management Plant.
